A thermal blob at two kilometres could be a person or an elk. Alerts that cannot tell them apart train operators to ignore the alerts.

Privacy cuts both ways

Blanket recording of a border region is a legal and civil-liberties minefield. The system has to alert on metadata without hoovering up everyone nearby.
