Coastal radar and patrol hours cover a fraction of the water. Most of the Pacific approach is simply not being watched at any given moment.

Bandwidth fails when it matters

Offshore links jam, drop, and saturate. A system that only works with a fat pipe back to shore does not really work at sea.

Threats hide in the noise

A go-fast boat reads as a fishing vessel until it does not. Raw contacts without classification only move the haystack around.
